How to Become a Registrar
To begin the process you must first apply with ICANN for accreditation. This can be done from the ICANN Web site. Once approved as an accredited ICANN registrar, ICANN will notify VeriSign Global Registry Services of your company's status. The VeriSign Global Registry Services will then send the new registrar a "Welcome" packet containing the documents necessary to go live.

THE INTERNET DEFINED


The Internet is not an infinite electronic domain, but rather it exists as a defined space, created by the addressing standards used to locate and identify computers on the network. The universal "IP" address (Internet Protocol) serves as a cyberspace marker that enables your browser to locate a specific Web site out of the more than 4 billion unique locations on the Net.

Four billion addresses isn't bad, you may reason, and should be more than enough space for everyone in world to create a homepage for everything from their eCommerce venture down to pictures of their cat, Max. However, the actual usable space is much less, due to the human inability to remember long strings of numbers. As such, the array of IP addresses was partitioned into various domains: .com, .org, .net and the like.

Similar to postal codes, IP addresses are usually allocated in large "blocks," each representing an area of "real estate" on the Internet.

So who owns this "real estate?" The management of the global IP space is handled by the Internet Assigned Number Authority (IANA). IANA in turn delegates large blocks of IPs to the regional Internet registries to administer. ARIN (American Registry for Internet Numbers) is responsible for North and South America, the Caribbean, and sub-Saharan Africa, RIPE (Reseaux IP Europeens) takes care of Europe, and APNIC (Asia - Pacific Network Information Center) handles Asia and the pacific countries

From there, these regional registries further delegate management responsibility to Local Internet Registries (LICs) at the national level. APNIC will provide JPNIC (Japan Network Information Center) with IPs, who then distribute the available space to Japan. ISPs, companies, and individuals then make requests to the appropriate regional registry for a block of ISPs - for a registration fee. These organizations are free to build whatever they want on this real estate, from Fortune 1000 companies to adult theaters. In a sense it's no different than in the real world. The central government (IANA) sets the planning framework in place, and the regional and local governments (RIRs and LIRs) perform the "zoning" of the land and handle the requests from developers and architects who want to build.

So there's a huge power base working behind mypet.com.
